Overview of Agency

From 1 July 2016, the Courts Administration Legislation Amendment Act 2016 merged the corporate services of the Family Court of Australia and the Federal Circuit Court of Australia with the Federal Court of Australia into a single administrative entity – the Federal Court of Australia. The entity also includes the National Native Title Tribunal.

The Act makes provision for the courts to share corporate services including Human Resources, Information Technology, Finance as well as other functions.

Under the arrangement, each court remains independent to fulfil its statutory obligations. Heads of Jurisdiction continue to be responsible for managing the administrative affairs of their respective courts (excluding corporate services), with assistance from a Chief Executive Officer and Principal Registrar.

All staff of the courts are employed by the Federal Court of Australia under the Public Service Act 1999 regardless of which court or tribunal they work for or provide services to.

Court Jurisdiction

The Federal Circuit Court of Australia was established by the Federal Circuit Court of Australia Act 1999 (the Act) as an independent federal court under Chapter III of the Australian Constitution. Prior to 12 April 2013, under the Federal Magistrates Act 1999, the Court was known as the Federal Magistrates Court and its judicial officers as federal magistrates. The Court was established to handle less complex matters in the areas of family law and general federal law.

The Court sits in all capital cities, selected major regional centres and circuits to a number of regional locations. The Court is a federal court of record and a court of law and equity.

Purpose of the position

Reporting to the Registry Manager or Registry and Judicial Services Manager, the Registry Services Team Leader has responsibility for delivery of high quality registry services to clients, legal practitioners, the judicial officers of the Federal Circuit Court (family law jurisdiction), registrars, family consultants, and community groups which support separating couples.   Registry services include;

  • providing the initial point of contact that clients have with the courts
  • providing information on appropriate avenues for addressing client needs and assist in solving their problems, recommending appropriate options, resources or services both internal and external to the Court.
  • processing, filing and sorting documents, including quality assurance and archiving functions.

Important Functions

The person appointed to this position is expected to perform all aspects of his or her duties so as to:

  • satisfy all relevant statutory obligations
  • satisfy the APS Values and Code of Conduct
  • contribute to and support achievement of the Courts’ Strategic and Business Plans
  • operate within the Courts’ policies and procedural guidelines, and
  • support and contribute to the Courts’ Service Charter.

Key Responsibilities and Duties

The position of Registry Services Team Leader requires a self-starter, who thinks both strategically to solve problems facing the Courts as well as seeks ongoing performance improvement. The responsibilities of the position include:

  • leading a team of client services staff to ensure high quality registry services to clients, legal practitioners, the judicial officers of the Family Law Courts, Registrars, Family Consultants and the community groups which support separating couples;
  • providing statistical reports to the Registry management team in relation to trends and issues associated with Registry operations;
  • managing change in a challenging and fast moving environment;
  • developing and maintaining positive, productive and collaborative relationships with the judiciary, the legal profession and community groups; and
  • ensuring the policies and standards of the Courts are promoted and maintained.

Reporting Relationships

The Registry Services Team Leader reports to the Regional Registry Manager and Registry and Judicial Services Manager.

The Registry Services Team Leader may be a member of both the registry management and case management committees.

Eligibility

Employment with the Court is subject to the following conditions:

  1. Australian citizenship – the successful applicant must hold Australian citizenship;
  2. Security and character clearance – the successful applicant must satisfy a Police Records Check, and may also be required to complete security clearances during the course of their employment;
  3. Health clearance – the successful applicant may be required to complete a health declaration or attend a medical assessment to confirm their fitness for duty.
  4. Public Service Act 1999

Interested candidates who have received a redundancy benefit from an APS agency are welcome to apply, but note that they cannot be engaged until their redundancy benefit period has expired.

Selection Criteria

  1. Demonstrated staff management, change management, leadership and development experience (preferably in a legal, courts or public service environment) and the ability to promote a team environment.
  2. Relationship management capacity, including an ability to communicate effectively with people at all levels, including judicial officers, as well as strong interpersonal skills, including a proven ability to manage stressful and/or conflict situations in a professional manner, on a continual basis.
  3. Demonstrated sound organisational and problem solving skills including initiative, the ability to manage priorities, meet deadlines and work effectively under pressure.
  4. Analytical and report writing skills with the ability to provide strategic advice on trends and policy to management.
  5. Understanding of the public service operating environment including the requirement for legislative compliance, probity and accountability.
